The Kosovo Campaign Medal was established in which year?

Campaign medals recognize service in a specific operation, awarded when a particular campaign is officially established. The Kosovo Campaign Medal was created in 2000 to formally recognize those who served in the Kosovo operations during that period, even though the crisis began in 1999. So the establishment year—when the award was authorized—is 2000. It wasn’t created in 1999, and while service could occur in subsequent years, the medal itself was established in 2000.
