The First Sergeant handles supervision and welfare but does not have authority to make promotion determinations, so viewing those scores isn’t part of their official duties. The Base Legal Office would only access personal records for a specific legal matter, and a Public Affairs Officer handles communications, not personnel data, so they wouldn’t routinely access promotion scores without a defined need.
